Eng. Mubarak bin Mutlaq Al-Otaibi holds a Bachelor's degree in Electrical Engineering from King Fahd University of Petroleum and Minerals, earned in 2004, and a Master's degree in Project Management from the same university, obtained in 2023. 

He joined the Saudi Electricity Company (SEC) in 2004 and steadily progressed through various leadership roles. In 2024, he was appointed as Senior Vice President for Projects Business Line at Saudi Electricity Project Development Company, while also being assigned as Senior Vice President for Strategy, Finance, and Corporate Services in the same company, a wholly owned subsidiary of SEC. Additionally, he was selected as a Board Member of GCC Lab Technical Services. 

Over the course of more than 20 years at SEC, Eng. Mubarak has held several key leadership positions, including: 

• Division Manager of Commissioning Services in the Eastern Region 

• Manager of Eastern Transmission Projects Department

• Acting Sector Head of Maintenance - Eastern Grid

• Acting Sector Head of Engineering

• Acting Sector Head of Performance, Quality, and Marketing

In 2022, he was entrusted with leading the restructuring of the Saudi Electricity Project Development Company, where he played a pivotal role in designing and developing the company’s growth strategy and implementing a comprehensive transformation plan with multiple initiatives aimed at enhancing sustainability and profitability. He also led the development of a new organizational structure, aligning it with the transformation strategy to ensure the company's long-term success.
